Assignment Title: Selection of Individual Consultant Surveyors to Define the Coordinates of the Boundaries of the Pitons Management Area and the Green Buffer Zone

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes the adequate identification and definition of the coordinates of the boundaries of the PMA and the green buffer zone and register the required documentation with the Survey and Mapping Section of the Department of Physical Development and Urban Renewal. The tasks must be compliant with all local standards, laws and regulations pertaining to land surveys.

The Consultant Surveyors are expected to be engaged for a nine (9) months period for this assignment and are expected to commence service by August 2023.

The Department of Infrastructure, Ports and Transportation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1) Academic Requirements:

Must be a Licensed Land Surveyor in Saint Lucia with complementary skills in mapping. A copy of a valid license must be included in the submitted expression of interest.

2) Experience, Knowledge, Abilities and Skills Requirements:

The successful Consultant must have the following experience, knowledge, skills and abilities:

Demonstrated experience in undertaking similar assignments within the public and private sector.

Experience with contracts requiring written reports.

Good working relationship with the Survey and Mapping Section, Physical Planning Section, Land Registry and Crown Lands of the Department of Physical Development and Urban Renewal.

3) Tools and Equipment

The successful Consultant must provide evidence of availability of the required tools and equipment to perform the required tasks for both required coordinate systems within the requested timeframe.

Consultants will be selected in accordance with the selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers – November 2020.
