Assignment Title: Selection of Individual Consultant as a Financial Management Officer

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes carrying out activities and procedures towards the development, maintenance and management of the financial management system to enable the Government of Saint Lucia to meet its financial management obligations for the Renewable Energy Sector Development Project (RESDP) and ensure that the Implementing Agency meets the obligations under the Finance (Administration) Act Cap 15.01.

The Finance Management Officer’s contract will be for an initial period of one year in the first instance. The contract may be renewed for additional years as required. Further renewal will be subject to approval based on satisfactory appraisal of performance of services at the end of each term. It is expected that the Service will commence by September 2023.

The Department of Infrastructure, Ports and Transportation now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1) Academic Requirements:

A Bachelor’s Degree in Accounting, Financial Management and/or an equivalent or higher degree; OR Professional Accountancy Qualification CPA, ACCA from a recognized professional body.

2) Experience, Knowledge, Abilities and Skills Requirements:

The successful Consultant must have the following experience, knowledge, skills and abilities:

At least five (5) years relevant work experience in a finance and administrative function;

Proficiency in QuickBooks or relevant Accounting software;

Experience in preparing budgetary projections and estimates;

Demonstrated experience in preparation of financial reports and budget variance analysis;

Training and experience working in the World Bank financial management system (Client Connection);

Training and experience working with GOSL Smartstream.

Consultants will be selected in accordance with the selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers – November 2020.
